help me identify something

i have a little round canister looking thing with a spring attached to the bottom of it. it looks like this can be adjusted. All of the vaccum hoses come together to this little canister and plug in it. what is is? how could i adjust it? and would something wrong with it cause the hesitation??

a 1970, 240 6cyl, manual everything, there are three vaccum lines that come out of it and they go to the vaccum adnvace and the carb/intake. Its about 2inches in diameter and about and 1 and a half long. the spring is about another 2 inches long. Its mounted to the side of the engine just in front of the distibuter. It stucks up a little above the intake manifold.
