The idle speed hunting is the PCM trying to find the correct idle speed, then trying to control it to within about 50 rpm with a sticking IAC..
I would clean the IAC and the throttle body throttle plate areas with spray cleaner, then power down the PCM for about 10 minutes.
Reconnect, start the motor, turn the headlites on, the A/C, the Heater motor on high.
The start may be hard for a few moments but will clear up after the cleaner clears the motor.
Let the motor come to temp.
Do some driving about 10 miles and some restarts so the PCM handles the battery recharges smoothly.
If you got the problem, the idle should be smoothe and reliable after the PCM relearns the new idle/start loads from the old way it had to handle it.
