truck leaning to one side

truck leaning to one side

Hi, i have a 1990 f-250 4x4,the truck was leaning lower on the left rear side,so i put new leaf springs on both sides,and it still sits the same way.I measured from the bump stumps,on both sides and there is a 1.5" difference.The shackles don't look bent or cracked.I even measured where the top four springs meet the bottom over load spring and there is a 1.5" on the left side again.Anybody have any ideas.Thanks.
