As 1081 said, it is on the driver's side on the inside of the frame. You have to use the removal tool (forget the specific name right now). You can get them from Pep Boys, etc, for about $10. They are the same ones you use on A/C lines.
97 MM has a good idea running SeaFoam through also. I would also do a regular tune-up at the same time.

Dont forget when replacing the fuel filter to wear safety glasses to protect your eyes from dirt off the car and gas out of the filter and also do not forget to release the pressure of the fuel system before trying to r/r the filter.
