Surges when cold

My 94 f 250 7.3 turbo surges when i'm going down hill under compression when it is cold. it also continues when i give it a little bit of throttle. has anybody had this problem before? I'm thinking maybee IP or the idle controll module thanks in advance for any input. Aron.

Could be air in the fuel system...... any fuel leaks on the filter header or injector return lines...... Done any work around the injectors or fuel system lately.
