The BRAKE light is intended to come on when either the fluid level is low or the e-brake is set. Additionally, some ABS faults will light both the BRAKE and ABS fault lights.
Check float switch.
Check the e-brake switch (they can stick).
Verify your ABS light proves out at power-up then goes out. It's possible you have an ABS fault but the ABS light is inoperative (or has been removed).

Unplug the float switch on the master cylinder to see if it goes out. My switch went bad on my Windstar and stayed lit all of the time. Also look at the switch on the e-brake mechanism, make sure it is releasing when the pedal is up.
