Stuck RPMs

I bought a 97 ranger with the 2.3 liter 4 cyl about a year ago with 83k miles on it. Recently it has developed a issue with stalling when its cold as well as the RPMs getting stuck at 3k + RPMs after any kind of extended driving. With the stuck RPMs I can just turn the truck off and back on and the idle goes back to normal. Normal maintenance was performed when I first got the truck (Wires, plugs, fuel filter, oil change, air filter, etc.). What could cause the cold start stalling and the stuck RPMs.

Start by cleaning the IAC (idle air control valve) on the throttle body, and check for vacuum leaks.

The IAC can be cleaned with regular throttle body cleaner.
