sct x cal 2

i bought an sct x cal 2 for my 03 6.0 and i let a few buddies borrow it and then i sold the 03 got a 04 and then sold that but now im lookin in to gettin another and the chip doesnt have any downloads left on it who can i send it to to get it reflashed i would also like to get a more powerful tune put on it where would be the best place to send it

You can only use it on 5 different vehicles/flashes before the box locks. You'll have to send it back to SCT and have it unlocked.
