What do you call "totall modded out"? What are your goals? The factory rotating assembly is good for at least double the stock HP levels so there's no need for anything beyond different pistons until you get into the 4-500hp range.

A 351 is heavier than a 302, nothing you can do about that unless you got coin for an aluminum block. For your limited budget, the best you could do is find a set of used GT40 or aluminum aftermarket heads and do a little porting yourself. Drop 10:1 pistons on the stock rotating assembly and slap on a decent carb and intake with as much cam as the motor will clear. If you get lucky with the heads it'll make 400+HP.
