Back around 2002 when I was nosing around the CB forums some of the guys
there spoke of really powerful CB's (with attachments) frying radios at red lights. They said you just had to be close and key up the CB. They seemed to know all of the right parts to put together for these little forays into the world of too much bass.

i dunno but what is getting to me is this jerk who has a motorcycle who runs down the block like 2am with wide open pipes.. but i suspect that one night maybe when he comes down a bunch of neighbors will throw a couple hundred ball bearings in the street that would cure him then we can work on the loud radios
You might go on findlaw.com and see if there are any codes concerning nuisance noise levels. If there are none, it might be time to attend some city or county government meetings. Also there is civil litigation, but that can be expensive.
Just be friendly like and ask the kid to show you his system.... when you are completeley blocking the subs so he cant see you , get in there take a small sewing needle and poke holes in the cones. you may have to endure a few more sessions of thumpa bump, but the holes will get larger and larger and the speaker fuzz will drive him batty.
