In the cool still quiet of night, you can hear chevies rusting away.
Ok here goes:
Headers & dual exhaust, make a heat shield for the starter.
cold air intake, simple ducting hose from home depot will work w/ stock air cleaner. Run it to the front between rad and battery, the holes are already there. You can also find the factory cold air duct work in the junk yard for about $10.
block exhaust crossover in intake with some stainless steel cut to fit over passage (you have to remove intake for this one, so it's not too easy)
4v carb w/ 390 GT v4 S code intake, the intake can be had for about $25~50.
Pertronix ign (ONLY if you still have points)
Enough easy, now for inexpensive...
Do some port work on the heads, clean the bowls and remove any exhaust humps in the roof of the exhaust port.
