Sealing lacquer paint

I've got lacquer on the bed sides after doing some rust repair and bodywork. Is there anything I could put over this in order to use a urathane or acrylic paint? Some kind of sealer/primer? Would an epoxy primer work? I know lacquer will never cure, but if it is weathered for a month or two, could I spray over it?

It's a lacquer primer, but I put duplicolor touch up paint over it. Basecoat and clearcoat.

Epoxy primer would be a good choice, (your gonna want epoxy, cause other primers can allow moisture through, and the lacquer will provide real no protection for the metal) and epoxy should seal it up and give a good base for painting urethane, but if not too much trouble I'd just sand that crapola right off of there and then start with epoxy. No reason to keep it, would be the weakest link, compared to modern 2k stuff. You might get away with spraying urethane over lacquer primer (but not the other way around) but your not really going to want to cause of its inferiority and its protection. I imagine the lacquer was used for fill and blocking, but next time I'd just start with 2k stuff and start out right.
