Do they open?? Looks like they do but cant seem to get mine to open....

I have a related question about those windows.. The other day it was really windy here and my passenger 3rd row window was making a very loud vibration noise, as though the wind was making it vibrate.. I opened and closed them a few times and it did not go away. Even after I started the car and drove away, facing a different direction it was still doing it, I ended up leaving them open a hair and then later when I kept driving, I closed them the noise went away. Very strange. It's almost as though it was not closing all the way to make a good seal and needs to be adjusted???

Okay so it sounds like they do open, how? Is it turn and pull, or vece versa....etc.
