Yes, they do make cold air intake for it and it would be good to get one. It will give you more horsepower than exhaust will, but get the exhaust first. I advise getting an intake called Air Aid. If they don't make one then look into Air Force One, but first look for Air Aid. And no, it does not reduce your engine life, if anything it helps your engine, someone got some wrong info.
I don't think hypertech makes a programer but other companies do.
I don't run a highflow, but I'd like to. But there is one set back. I don't know about your 98 but my 00 has two cats, so it would be twice as exspensive to do it. But I have heard of people putting just one on for a while until they could afford another one, so it has been done.
Intakes are iffy. HP gains are typically dyno only, although users tend to think otherwise because throttle response seems quicker. HP increases are usually single digit only, and at the high end of the RPM curve. And, an air filter open to the engine typically negates those HP gains because of the engine eating hot air.
If you're going to go intake, make sure you match it with an exhaust and a chip. Then, you'll feel better about the whole package, and not feel let down by the intake alone.
