Front Wheel Bearings

The workshop manual for my 2003 E250 states that the front wheel bearings should be tightened to 17 foot pounds. This seems excessive. Is the manual wrong?

Tighten to snug, then back off one flat on the nut and install nut cover with cotter key. John

Seat bearing to 21 ft lbs , Back off nut 120 to 180 degree then while rotating wheel torque to 18 in lbs not foot pounds.

Can anyone tell me where to get a torque wrench that covers the range of 18 inch pounds AND will attach to a socket large enough to fit wheel bearing nuts. All of the inch pound wrenches that I can find have 1/8 inch drives and my large sockets are 1/2 inch drive.
