Throwing code C1278?

Throwing code C1278?
Hi,
My 03 Navi (with advance track) is throwing Code C1278. This is in regards to the steering wheel rotation sensor. I googled it and alldata said there is a TSB 17001 and 17133 that deals with this code. The date of the 2 TSBs is Jul 2003 and Sep 2003. I cannot find the full-text versions anywhere. Can anybody help me out so I can troubleshoot this problem?
PS: On a separate note, the back end of my air compressor (air suspension) drier blew out its o-ring. I had to replace the drier which was $32 from americanairsuspension.com. Real easy job.
