My 97 has a strange problem like that. If we park it heading downhill when the fuel tank is under a quarter thank sometimes it just cranks. If we add fuel or pull it up onto a flat parking area it starts and drives over 10 miles to a gas station. Sometimes if I shake the whole suv from side to side while turning the key on and off about 10 times to build fuel pressure it'll start just long enough to drive to a flat area then it runs OK.

If you are sure you have fuel pressure and power to the PCU (relay) check the connection for the Crank sensor on the front flywheel, clean and reconnect.
I cant hear very well to hear the pump its on a busy 4 lane highway and its really noisy. I plan on going back to see if I can hear the pump once traffic dies down
I sprayed starter fluid in the air intake and it fired up untill I stopped spraying so now I know it is a fuel issue. Now I just gotta figure out what it is.
Still don't know if the fuel pump is priming. Try swapping one of the non-critical relays for the fuel pump relay. Easy way to eliminate that possibility.
Just for the heck of it try shaking the thing back and forth from side to side while turning the key on and off several times to prime the fuel rail then see if it fires at all.
We've been living with our fuel supply problem that way for over 3 years. Haven't replaced anything yet.
Start with the FP relay. Also, make sure that the connector on the bottom of the inertia switch is on tight. If that comes off, it won't trip the switch, but it also won't start. Replacing the fuel pump should be your very last option.
