dashpot and fuel line question

dashpot and fuel line question
Guys i got two questions.
I have 1 86 351w automatic. all of a sudden there is no vacuum to my dashpot, when there was just a couple days ago, all the vacuum lines seam to still be plugged in. ???
also, i put a rubber fuel line in from the manual fuel pump to the carb (holley 4180) with a clear in-line fuel filter. now everytime i shut the truck off the fuel line and fuel filter drains, which makes the engine turn over a whole lot to start the engine.
