Cruise Problem

I've got a 95, F150, 4.9 M5OD. I've been working on it all day trying to find the problem with it blowing #13 fuse(with key off)(15Amp):
Anti-lock Brakes
Brake shift Interlock(N/A)
Electronic Engine Control
Speed Control
Stop/Hazard lamps
Stop Sense for Electronic Engine Control
It doesn't blow this fuse until I connect the cruise deactivation switch on the MC(Ichecked the switch it's good). Also if I disconnect the cruise connector and plug in the switch it doesn't blow the fuse. Everything except the cruise works on that fuse.I've checked all the wires except two, one is the Vehicle speed input (My speedo is working fine) the other is a 15Amp fused circuit that has:
Back-up lights
Day-time running lights(N/A)
Oxygen sensor heater
Trailer battery charge relay(N/A)
The items on that circuit work fine, fuse never blows. Something strange is that when I turn key to "run" and put a volt-meter on that circuit on my cruise connector it reads 18V. I only have one battery is 12V. Anyone have any suggestions? Other than "Treatment .44"

I got it fixed. It was the servo I bought one on Ebay $9.99.It's for 99,-03, it looked the same as my old one, and it works fine. It seems the pink/orange wire is supposed to have 18V. Something inside the servo would cause the black/yellow(position#2 servo connector to cruise cancel switch ) wire to ground out. Any way my 12 year old truck has everything working. Yeah!!!
