Yes, the frame rate speed of digital cameras and most AC are about the same. This is why it looks as if it is not moving, but if you look close you can see the rotor blades change directions.

If one was painted a different color, or had s stripe on it, it would appear to jump around. I have noticed this while a filmed a few firefighting choppers near my home. Neat illusion....
