Airbag code 1921

1999 F150 Supercab,4x4, 5.4L, 115000 miles. I have an intermittent B1921 code:RCM detects resistance over 100 ohms between ground connections at the housing and reference ground at RCM terminal 21. I have some diagnostic info, but when I accessed the RCM, it is not bolted in??? It is just setting on the bracket behind the lower, center heat vents. Is this correct?? or should it be bolted in place?

It should be bolted in. That may or may not affect your intermittent ground fault but get it bolted back in for sure. There should be an mounting orientation arrow on the top.

Yes, there is an arrow to show front. I will find/purchase appropriate bolts and fasten it in place.
