Why are they bringing back the 6.0 instead of just using the 6.4?

reportedly the 6.4 won't fit and when the 6.0s are gone there won't be anymore diesel E Series, at least not with the current design E-Series.

reportedly Ford has some "emission credits" that allow them to continue to use the 2006 emission standard 6.0 engine in the vans so modification is not necessary.

This would explain why the price is so high. The option is well over 7 grand.
