Depends on the trailer. If it has a square nose, you really shouldn't. Most noses are tapered, and can be hauled quite safely by a short bed truck. Worst case you can purchase a extension on the hitch, moving the ball 6" backwards.
I tow with a C2500 shortbed and a F150 shortbed, with three different gooseneck horse trailers, and all do it just fine Just have to be careful backing up.

I tow a 24 foot 11000 pound horse trailer with my short be. Installed a B & W with a 4 inch extension. Can't turn 90 degrees, but close. It can be done and safely.
