My 64 f100 has been sitting for years and I am trying to get it strated again. I was checking the wire harness so that I wouldnt get a suprise fire. The voltage regulator is bolted to the passengers side inner fender, behind it (a few inches closer to the firewall) is a small "box" with three wires going to it. It has rotted and come apart. What is it, will the truck run if this part is broken.

Welcome to FTE
What you are looking at is the Horn Relay (B8C13853A ~ Motorcraft HB50), on the right fender apron, several inches behind the voltage regulator.
It's NOT the heater fan resistor.
The heater fan resistor (C1TF18591A - p/n is 1961/64 only) bolts to the backside of the heater (plenum) chamber to the right of the blower motor.
