My moderator abilities do not extend into the chapters, so I see the same thing you see in here.
Searching the users shows 874 members registered as WV residents.
And it would be possible to send each of them a PM or email through FTE if they are still active members and have email and private messages enabled.
That feature is located in the blue bar under "member list" and then filter by state.
Select USA and WV and leave the rest of the fields set at at any.
That would pick up on FTE members that have never joined the WV chapter.
But it would also leave out any members that may live in border states that have joined the chapter but live out of state now.
I just did another filter on the residents, 442 members from WV have one post or more out of the 874 registered users.
The rest have never posted one post.
I recognise the top 11 names and several more on the first page when you sort by number of posts.
I also recognise two names on page 2 which goes down to 20 posts at the bottom.
After the second page, I do not recognise the names.
So the 100th top poster for the state only has twenty posts on FTE.
Most of the name I recognise are from the northern part of the state as well, say from route 50 north.

Yeah, I learned that the hard way when I started trying to notify folks about the Truck Show.
Basically, I did a sort, and then went down the list and e-mailed everybody who had at least 100 posts....then I continued to anybody who had at least 50 posts.
I noticed pretty much the same things you did....most were old and most had not posted in a while.

I have noticed the WV forum is usually rather dead in the summer.
It usually picks up some in the winter.
Fall and spring are somewhere in between depending on the weather.
All the work you are doing for the truck show tells me you may be a good choice for chapter leader.
You also seem to be on here on a regular schedule from what I can tell.
When you did the search, it tells how you can contact the user, either PM or email.
You can also click on the user name and then find all posts by the user.
That feature is good for finding out when they posted last and what forum they were in.
If they have not been on for a while, I would say that a PM will not be seen since they have to log on to FTE to get the PM.
The email goes through FTE to the email they used to sign up.
So for a user that has not been on for a while, email would be the best option.
If the last post was recent, I would use a PM to get in contact, they may check FTE more often than their email.
I fall into that category.

I'm a user because this site has really helped with issues and questions concerning the 6.0 I bought in Feb. Now that I'm a regular, it's nice when I can chime in and help somebody. The rest is all fun.
I'd like to learn more about the Chapter Lead's responsibilities. My concern is that I've got my fingers in all sorts of community stuff around here and I don't want to take on more than I can reasonably support.
I was really hoping to get some of the other folks to chime in.

The hardest thing you will have to do is organize a Meet and Greet and Eat deal.
About what you are doing already with the truck show.
You also have to approve people who want to join the chapter and keep everyone in the forum in line.
Given the level of posting in the WV forum, that should be rather easy to keep up with.
Also contacting FTE members from WV that are not members of the chapter asking them to join.
Like I said, you are doing most of the CL job, or at least one of the hardest parts, getting the truck show to fly.
