The engine is torn completely down. The cylinder is what is being "bored out". They take a machine and cut the cylinder bigger. This is usually only done on a used engine to make the cylinder round and straight again. The cylinder wears out of shape over time. Most modern engines can only be bored up to .060 inches. The cylinder walls are very thin on modern engines.
