More turbo questions

I've got a '94 F350 crew cab 7.3 IDI factory turbo duallie w/ 4.10's, stock intake and exhaust. My turbo seems to spin freely but when you floor the pedal, hold it until the RPM's get to 25-3000 rpm's and then let off quickly you don't here the hiss of the blow off valve from over pressure. Can someone explain to me how the pressure release valve is suppose to work? Also my blades has a few nicks on the leading edges of the blades. When I am getting on the highway and step down on it I don't hear the turbo spool up and the exhuast sounds like a non-turbo. In fact it sounds more like a gas truck! It blows a constant hint of black smoke when ever I bring it off idle. I'm not sure if the turbo isn't spooling up fast enough and is lagging which is causing a slight restriction in the intake or the IP might be turned up. The PO son told me that his dad had turned up the IP but never said that it was turned back down after they blew out the tranny. Which the son stated they paid over $5000 for the new tranny and put in a higher stall and at 70,000 miles. The truck only has 87,000 miles on it! So I would think I shouldn't be having any problems with it. So how can I make sure the IP is back to stock settings so I have a baseline?

you dont have a blow off valve, I would guess your wastegate is weak and causing your low boost issue, but put a guage fitting in the intake hat and see what it is, wont be over 7psi if stock., the stock exhaust on these trucks is not good, small and way too restrictive. there are some upgrades.
