EGR block off plate?

EGR block off plate?
84 F350 crewcab dually
Removed the EGR valve (460) only to find what looks like a factory block off plate under it between EGR and mounting spacer.
That motor wasn't the original, could be from a 78 passenger car. Any explanations?

Probably a homemade piece. They would no put an egr system on it and then block it off. You would be surprised what gets made and stuck on a vehicle, by people who work in or around machine shops. A milling machine can make a pretty official looking piece.
