The tach really isn't a big deal. If you have an oil pressure gauge and an ammeter in your cluster it may be a simple matter of getting a tach out of a cluster at a wrecking yard and putting it in. The worst case would involve putting a tach in and wiring it. I think there are only 3 wires. One to +12V, one to ground, and one to the ignition module. I think they're labeled on the back of the tach.
Putting a full instrument cluster in place of one with "idiot" lights is more difficult, but can be done. Mine is still working at any rate. I searched the site and found someone who posted directions that I was able to follow with few modifications.
As for the lighting, take the cluster out ad remove/replace the bulbs. Clean the printed circuit contacts where they connect. See if that doesn't help. To brighten things up several have bought green or amber lights and popped the blue covers off. Do a search for "dim dash".
