What a Nightmare!!!
My buddy`s Black LT was sprayed with a Acrylic Driveway Sealer by some fly by night outfit. How does he remove the stuff without damaging the clearcoat and paint.

Is it speckled all over the car or like poured on?

It is speckled all over the one side.

First thing I would recommend trying is a clay bar. You will probably need to use a medium clay and then polish the paint once you are done claying.

My ex girlfriends sister's car got spraypainted on one side and we took goof-off to it and it work out awesome.
