I've had this problem before, just on the driver's side lamp. The rectangular clear plastic is hinged on one side; the side closest to the windsheild. What you need to do is get a small flat blade screwdriver and slide the blade in the gap (away from the windsheild) between the clear plastic and the moulding. There is a little tab that keeps the clear plastic from falling down. Release the tab and the you will be able to see the bulb. The bulb will come out by giving it a 1/4 twist. I thought my bulb was blown but just re-seating the bulb did the trick.
BTW, don't use too much force when releasing the tab as you might break it.
