When I was putting in my MKO exhaust I found a 3/8" tube that is about 2' but it looks like it has been cut or pulled apart. It comes off the top of my transfer case and looks like it was heading towards the front. Any idea on where this is supposed to go?

If you are talking to the vent tube, mine goes right up to the top of the bellhousing on the trans.

 

I couldn't find anything on the bell housing is it on driver side, middle, pass side. is there a nipple like the one on the transfercase?

I think the tube is an air vent for the transfer case, just like the differentials have.
