Also, since I live in Southern Cal, with either chip prevent me from passing smog check?

Not a matter of better, more a matter of different. Diablo tends to have more horsepower but in California you're less likely to find satisfactory gas.

No. Neither does Superchips.

Neither would prevent it, from a sniffer point of view. However, the Superchips is the only one of the two that is CARB certified.
