Only way I can think of to do it is to do something similar to what I have done in the past on telephones. Take the transmitter apart and place a small piece of electrical tape over the contact for the panic button on the circuit board. Then put it back together. The electrical tape should keep the button from closing the circuit.

Yep, that's going to be the only user friendly/non-techincal method. You might be able to talk a tech into reprogramming the VSM, but I have a feeling it would either be difficult or over the techs head.
