I think the bubble with the red light is security. The headlight sensor is built into the rear view mirror. I don't know what the button does...I pushed it a couple times and nothing bad happened.
The real answer, drumroll please....., is that the button is used for adjusting/calibrating the compass.
If you hold it long enough, it will reset and you will have to drive in a bunch of circles ("no more than 5 times at no more than 3 mph") in a metal free area to recalibrate it.
Zone 8 is not correct for PA, by the way, Zone 10 for the west half and Zone 11 for the east half, approximately.
