What makes you think the pitman arm is bad. It is a taper spline where they connect to the steering box. If it is loose, simply tightening the nut will typically fix it. If it is loose at the steering linkage side, then you need a new ball joint for the linkage.
For vibrations above 30, I would check driveline balance, u-joints, and wheel balance.
