Fuel Heater Element

Is there a way to test the fuel heater for proper operation? I have a 2001 F-350 and on cool mornings my truck will idle rough and has a lack of power until I drive it for a short distance. This distance depends on how long I let it warm up before I go, and you can feel the sudden power as the engine comes to life. I am thinking that the fuel isn't getting warmed up enough before going into the cylinders, as this usually not a problem on warm days, afternoons, or after the engine has already been running.
Thanks,
Ron W.

You sure its not the EBPV at work? When mine is engaged, the truck has no power at all, and whistles like crazy when it kicks up into high idle (no muffler)

Yeah, I don't believe the fuel heater is the culprit here. I second EBV.

You'd have to be living somewhere near the tip of South America to need the fuel heater this time of year. Minnesota in February, sure, but not now.

My EBPV has been removed, because it was stuck open, so it couldn't be that. If it an injector I would figure that it would do it, at least, on every cold start. Not just when the ambient temp is cool, and the injectors had been checked before. This problem always occured during winter time and would go away by this time of the year. This year it is still continuing to do it. I don't get any codes. Now I have noticed a little fuel around the end of the water/fuel drain tube. Wonder if this could be the problem.
