ABS/Brake Light Issue

I have a 94 F350 Crew-Cab, every so often both the brake and abs light will come on. When I stop and turn the motor off they won't come back on again. I may go a week and nothing and than one week they might come on everyday. Once when they came on my back brakes locked up in the driveway when I stopped. Not sure why I did this but when that happened I took the water hose and ran cold water over the abs valve that is on the frame under the driver seat and as soon as I did that the brakes released. I am thinking that that valve might be bad but I called Ford and they want $300 for it and it's rebuilt not new. I will replace the valve if I was sure that was the problem. Any suggestiopns from anyone would be helpful.
