Question low speed surge

I have a 2000 7.3 f-350 dually w/6 speed. after driving about 140 miles yesterday I pulled into a parking lot and at low speeds it start to surge. If you keep it above 1400 rpm it does not do this, driving down the highway at normal speed and rpm it seems fine. It is doing this so bad that you can't hardly even move, but if you get the rpms up it runs fine. I just changed the fuel filter about 1000 miles ago, drained the fuel filter bowl but didn't help. thought I might have got some water in fuel but seems fine. and is not showing any service engine light or anything. I am lost might be fuel but I am thinking electrical. any ideas

also just noticed that setting at an idle it won't do this, but raise the throttle just a little and it will start doing it.

Possibly the throttle position sensor?

Not necessarily, the TPS is just a resistor with a sliding contact to vary the voltage going to the PCM to command the fuel. The first part of the TPS travel (idle to mid range) gets used a lot during normal driving and is the sector most like to wear and send a noisy (intermittent) signal to the PCM. This might be enough to cause erratic fueling, but not enough to set a DTC, as the signal is in the expected range, but just a little noisy.

since it is not showing a service engine light if I scan it will it show a code for the tps even though it is working part of the time. also it runs fine when engine temp is cool but does it when engine temp is up to normal

This wasn't mentioned in your original post, and since engine temp has no relationship (at least none that I can think of) with a noisy TPS slider, best to forget that lead and look elsewhere.

When it does this surge does the whole truck lurch forward or just an RPM rise?

Also how many RPM increase is it during the surge?

the truck lurchs forward and you can see the tach going up and down, but when you get it to about 1400 rpm it runs fine. this only happens when trying to go slow.

unplugged the ebps ran down the road until warm, pulled in to turn around and it did it again, so no luck plugged the ebps back up.

pulled codes today. the first was p0470 and the second was p0541. don't know yet what they are but will probably find out tomorrow. just hope they have something to do with the surge problem.
