I have an interesting, at least to me, problem with running diagnostics. Hooking up a generic scan tool to my truck I get no pending or set codes and the check engine light is not on. However, the "o" and "oh" indicators on the scan tool are flashing indicating that the sensors have not run their tests. I have a 2000 Excursion w/ v10. I only have the upstream sensors behind the manifolds with no downstream o2 sensors. As I understand it the 2000 model does not have downstream sensors. All other tests show ok, but why aren't these tests running. Replaced sensors and checked the fuse with the same result. Is this normal? Does this mean that my o2 sensors are not functioning?
It is most likely a problem with the scan tool not comprehending that you only have two o2's. The scan tool is OBD2 and your vehicle is not completely OBD2, code/wiring is compliant but your weight excludes you from the emissions requirements of lighter vehicles.

That is what I was thinking based on a few comments I have been able to find. I tested everything I could and was hoping that the problem was that the system is not fully OBD2 compliant. I appreciate the reply. I'm new to the fine arts of tooling and testing and just a little unsure of what to think. (And I'm too stubborn to ask a mechanic)
