is the fan supposed to stay on all the time

Stock fan, yes. It is driven by a pulley. This is why lots of people like to install electric fans with a toggle switch in the cab.

Stock Fan Has A Clutch That Is Heat Controled Little Spring Around Front Of It And The Pulley Is Belt Driven.
You Can Install Ele. Fans I Have 3 Of Them On A Adjustable Thermostat Wired Thru Two Relays Due To The Amps Drawn. If You Use Ele. Make Sure That You Have A 100 Or 125 Amp Alt. Or You Will Just Run The Battery Down At Idle
