Welcome again......I'm not sure at all.....might be a fuse that controls them. Take a look at your fuse panel and see if there is one common to all those.
You might want to cruise on over to the parts house and pick up a manual too...not to pricey.......lots of great info in them.

airbag sliding contact (clockspring)-$174
labor to install--$144
Told him to forget it.....got the procedure from service manual.
it only takes about 10 minutes to get the steering wheel off if you got a puller and some mech. sense. my 95 required a puller with 2 claws not the type with the screw in bolts(didn't find that out til i had bought a puller and went home to take off steering wheel. luckily i had a claw type puller i was able to use to get it off. it's not hard and i wouldn't pay anyone $144 to do something so easy.
my only concern when i took mine apart was the airbag, i'd never removed the steering wheel with an airbag before and wasn't quite sure what to expect, but it was easier than removing the horn button on some older fords.
