First, I have 3 different EECIV Ford vehicles. On my 95 F150 4.9 V6 stick, I don't think I'm getting any response from the EECIV connector. When I plug my reader in, it sits at '00' for a minute or 2, and then goes to '0'. This occurs in both the KOEO and KOER tests. I know the reader is good, and I know how to use it.
My question is... where do I go from here? My initial problem is... the gas mileage on the truck is bad and I've replaced wires, plugs, ..etc, so I thought I'd pull the codes. CEL has not come on. btw... I just bought the truck in Dec, so I don't know the history.
Are you sure your truck isn't OBDII? (EEC-V). It may still have the EECIV connectors under the hood but they may not be active. Check to see if there is a diagnostic connector inside the truck, under the drivers side of the dash. Also look to see if "OBDII" is printed on the emissions sticker under the hood.
I've had a few '95s that were EECV.. but I had to lie to the scanner and tell it it was a '96 to get it to communicate.
CEL does work and is not on. It's definitely EECIV. Also, I unhooked the battery to reset everything and it seems like it ran better for about 5 minutes, and then it went back to running poorly. Any other suggestions? thanks

Have you tried running the self-tests with just a jumper wire instead of using the coder reader? Do you hear the KOEO test being performed (the clicking of the solenoids and such)? Does it go through the motions of performing the KOER test, but not spit out codes? Have you verified the wiring between the PCM and the self-test connector?
Marragtop, you might try pulling the vacuum hose off the fuel pressure regulator and see if there's fuel present in the hose. If so, then there's the problem; a leaking FPR diaphragm.
That would explain the poor fuel mileage, yet no codes....
