My dad has a 02 lariat cc 4x4 short bed 7.3l (fully paid for). With 80k miles and a hypertech tuner(always on stage 3). And at the end of last summer he bought a 35ft fifthwheel camper 2 slide outs.(Not sure on weight) And a crownline ski boat.
And he is going to tow both of them. Once we get the hitch done for the 5ver.
He doesnt no what he wants to do though.
Options
1. Get the tranny beffed up and keep the 7.3
2. Get a more basic 08 6.4 like an xl or xlt dually
The trans is probably ok, but a new truck is 35k+ and a built factory tech 4r100 is around 4k. If the trans was suspect, I'd fix it rather than buy a lesser vehicle. By 2002 most of the bugs were worked out of the engine/trans combo, I would belive the 6.4l will be as reliable as the 7.3 for a year or so.
Personally, I'd hold on to the '02...hard to top the 7.3. Tell him to get a BTS tranny and never worry again. Since he's running a tuner, I'm assuming he's done the usual stuff such as gauges, exhaust/downpipe and intake? If not, he better look into that stuff first. Which is certainly much cheaper then a new truck.
Towing tandem works very well so long as everything is setup correctly. Hopefully that Crownline isn't a very big one if the fiver is 35', or else your dad might have some issues with the law. I ran a CC long bed dually with a 33' fiver and a 202 CL and was right around 75'.

I'd keep the 02 and get the trans beefed up. I'd stay away from the 6.4's for a couple of years to see how they hold up. He's got the best motor now the (7.3).

No he hasnt done any of that. If he gets the tranny beefed he said he is going to get new exhaust.
