85 Bronco doesn't start

I have sparks going to the 5.0L engine, I have new sparkplug wires. I checked out the coil resistance and it was okay. The engine is at TDC and the marks on the pully are at 0 degrees. The distributor cap and rotor are new and the rotor is pointing to # 1 plug. The engine wants to start but it seems to want more timing. I cannot move the distributor one more gear in either direction because it them does not point to #1 plug. It was running before I had a fire and replaced the wiring harness.
