I presume you mean the gauge needles are acting like a fast windshield wiper?
The Ford Gauge monitering system works on a 'Pulsed power signal to a ground out.'
If grounds are bad you will get inaccurate reading.
If the pulsing power is bad you will get an inaccurate reading.
IMO that you remove the cluster and clean the Printed circuit board and the Instrument cluster Voltage regulator mount and power connection.
Follow the blue arrow to see the ICVR:
But First !
NOTE:
also test the ICVR for a pulsing power at any Sending unit connecting wire before you take the cluster out.
You should see a steady Pulse of 5 volts

i actually have the same year truck and have had the same problem, and i tell u what its a pain in my rectal area....but, what i would do first is, check to see if u have any dust on the circuit board if so, get a can of air and spray it clean. then i would take the circuit board off the cluster and check for any breaks in the ciurcuits. i had some breaks in mine and it did the same thing u described. I know from experiance dealing with these things how crappy it really is to have to figure out the issue. let me know if any of this works. if not i have some more steps you can take.
I already clean the circuit board but i did't check for breaks but i use a circuit boards out two othen trucks they did the same thing the truck are in a junkyard it more like they wear bad two
well if that wasn't the issue what you wanna do next is check the fuses under the dash, there are some itty bitty fuses under there that are hard to determine if there blown bec. there so small...i woul take one out and replace it and see if that fixes the issue before you go buyin a new cluster.
