The switch is contrlled by vacuum. Check all the vacuum hoses, cannister and pump to make sure everything is as it should be. The cannister and pump should be on the passinger side of the engine compartment towards the front. There is also vacuum lines that go to the 4 wheel drive system on some. Mine is an early 99 and has the vacuum switched 4x4. I had to plug the 4x4 line and now every thing works fine. When there is a vacuum leak the vent defaults on defrost. Hope this helps.

Sounds like a vacuum leak. Plug the red vac line to the solenoid and if you get air from other positions then your solenoid not working and vaccuum pump is working because you are getting air from other positions. An easy way to check your vacuum pump, is turn the key on see if you hear the pump running. However if the reservoir is charged then take the vaccuum line from the pump going to the reservoir and disconnect it. The vaccuum pump should start running, put you finger over the end and it should quit. The vaccuum hub lock lock solenoid p/n 6C3Z9H465 BA cost me $51 dollars.
