Plate Under Filter???
I Checked My Fuel Filter For Problems And The Plate Under It That Has Three Contact Points And One Wire Is Broke And Looks Like It Got Hot The Sensor (i Guess) That Is Plugs Into Is Broke And Laying In The Bottom Of The Bowl. Any Idea On What It Is And Does????

Third vote, you don't need the fuel heater. If it is in as bad a shape as you say, I would bet that it has already been unplugged. Or else you are the luckest guy around for it not to have blown the fuse.
