how do I join the MN chapter?

A good way is to...
-Locate a Link in the Lite-blue header bar up top called: User CP -click on it
- On the left side of the screen should be a "Control Panel" -scroll towards the bottom of the "Control Panel"
-Locate a "Chapter Memberships" link- click on that.
This should bring up a different screen, with any current memberships. Scroll towards the bottom to locate the Minnesota name.
Just to the lower left of the box (Minnesota) should be a "Join" link.

Does it count that I was born/raised until the age of four in MN before moving 30 minutes across the river to WI?
