Make a long story short, I disconnected the SPOUT connector and set my base timing to 12 degrees BTDC. Engine idled fine, with the engine still running I reconnected the SPOUT connector and according to my Actron scanner manual, I was to look for Timing Advance or RPM increase.
I didnt hear any noticable increase in RPM, I checked the timing with my light and saw that my mark was jumping all around at about 12 BTDC where as before with base timing the mark was stable. Any reasons for this?
One other thing, whenever I shut off my engine the EVR solenoid makes a strange noise like air is escaping(or being sucked in). Cant find any way to test this part either from my Chiltons manual or AllData.
No trouble codes were returned for the rest of the diagnostic.
Start the truck and check the timing.At idle the computer will sometimes advance the timing to help with emissions.Open the throttle and watch the timing,it should advance with the throttle open,if it does'nt advance you've got a problem.The haynes manual says to plug the evr outlet port and supply vacuum to the inlet.It should hold vacuum.Make sure the electrical connector is off and the truck is not running.

Reconnected SPOUT and it looked like the timing advanced a bit, it was also stable, not jumping around like yesterday. Opened throttle and timing advanced accordingly, looks like everything is fine there.
Applied vacumn to the EVR solenoid inlet(bottom black tube?), it wouldnt hold any vacumn. Kept making that funny noise I hear when I shut off my engine. Looks like I'll be heading out tonight for a new EVR solenoid.
